Timfish
It's a pretty easy DIY. I like to use a 1/4" plywood template and try to drill from both sides to minimize chipping when the bit breaks thorugh although there's lots of times it's not practical. A diamond bit will drill the hole in the plywood easier than it drills through glass. I use weights to hold the template in place and run water on it from a hose to keep it the glass cool while drilling. It doesn't take much pressure, basicly just the drill weight is good. If there is a tag on hte bottom saying it's tempered and can't be drilled you can still drill the sides.
mFrame
You can also use a pair of polarized sunglasses to tell if a piece of glass is tempered. You can't drill tempered glass.
