I use ATI bulbs. 2 aqua blue specials and 2 blue plus. The PAR values are very high. Check out t5testing by grimreefer and PARvalues.
Other popular brands are KZ, UVL, Giessman to name a few. The great thing about T5 is you can mix and match.

Yes, for the light requirement, a 4 bulb HO on a 10 gallon would be perfect (also water parameter: ie: skimming, testing come into play of course). I would stick to digi's and birdsnest or LPS, softies. I have a large colony of digi that he loves the most. He sits on other LPS's like my candy canes or Chalice's. Not my torch...nothing to sit on..lol.

Unfortunately for the setup you have now I cannot recommend any coral, except mushrooms or similar low light species. You may pick up a T5-HO 2 bulb fixture at the dome for like $40. I would get two fixtures for a total of 4 bulbs.
Panda Gobies, like clown gobies live in branches in the wild. Therefore he would like a coral w/ branches. My clown goby moves from colony to colony and even sits on LPS corals (he actually sits on anything, power heads..etc)

Old bulbs can definitely affect algae/cyano growth. If power compact i would replace at least every 6 months, preferably within 4 months. If T5 they can last a year, I switch mine out at 5-6 months tops.
One quick way to get rid of it is with small flexible tubing (like for an air stone) and a 6-12" piece of rigid tubin (to fit the end of the flex tubing). Create a siphon and suck it out.
I would stop dosing CA if you are, and a 6 for Alkalinity is fine, but I would keep dosing this one every few days.

If the tank is 3-4 weeks old or less then don't worry about it, should clear up in no time. Unless your not using a skimmer, then it may not go away unless you make very frequent water changes.
