I have a 30 gallon that i started up and all i have are 192w power compacts. i would like the water to look really blue so i was thinking about making both of the 96w lamp actinics. would i still be able to grow softies with 192w of actinics or do i NEED to have 10k's in order for the coral to survive?

You do not want to have both bulbs actinic. The tank would be really overly blue (but maybe that is what you want), but more importantly you would be missing the required light spectrum to maintain corals. I would suggest just replacing on of the current bulbs with an actinic.
