Silicone sealant for ensuring no drip?

silicone is safe. but some you buy at the hardware stores have chemicals in them that are not (kitchen and bath versions have anti mildew stuff for instance). for a small job, just spend the extra bucks on the "aquarium sealant" if you don't want to do a lot of research or take a risk.

for the second part, i'd get new gaskets. for the third part, i don't know where to get them. i imagine where ever they have bulkheads for sale will have gaskets to match.
