polarbear
I have a reef octopus on my 90 gallon and it works great. You should look into it. They are a good skimmer.

I personally like tunze or the octopus does look real nice, not sure If i have seen one run in person though.
Timfish
Well, I've got a big Tunze on a 300 gal and it's the quietest PS I've come across for it's size. However, I don't use PS on most of my tanks. If you want to use one that's fine just be aware there are arguments against them and many people are successful without them. Here's a video of one of my tanks that does not have a PS:

Derekreefer
The Eshopps PSK 150 In Sump is close to your budget, ASM Mini G is under your budget and the Bubble Magus BM-NAC3+ Protein Skimmer is $150 at BRS.

AquaJohn
You will also find great deals on craigslist you might have to buy a complete system but if it has several things you need it will be cheeper than buying those few items new. and what ever you dont use can be sold.
