They keep the fish in impossibly small tanks and they are dirty. there is also a rivers and reefs on s. congress, but I wouldn't buy there either for the same reasons. River City is on the feeder of 183. Take the Anderson Mill exit when going N and get over to the right. Turn on Roxie Rd. and it is immediately on the left.
