20L set up

i'm trying to get a 20L set up . so far i have the drilled 20L, a 10gallon sump, a Red Sea Berlin skimmer rated up to a 250gal tank:) , a Rio 3100 UL pump to run the skimmer, and a Rio 2500 UL for the return. I've not decided on the lights yet, so some input would be nice. i plan on keeping rics and zoos, and maybe some softies. no sps. Also, how important is a refugium? will i even need one with that big skimmer? i plan on having at least 2-3" of sand to help filtrate.

if it turns out that i need a refugium, i think i will build one out of acrylic. thanks to Brian for the demo at the last meeting, i feel confident in putting one together. i might build one, just because
