Can you have to much rock?

The only thing I can think of is if you have so much rock that it starts to impede the water flow around the tank this could cause problems with Nitrates and algae as the detritus is not moving around. Also, I would think not properly stacking the rock (leaving room for water to flow around) could cause the same thing.

I'd have to say no. If you can provide enough current for Nitrates not to build up, then I think you're good. Also, if you're not keeping fish that need a large amount of swimming room, then you're good.

You could try giving him more space, but if he really doesn't like it then he will move on his own. A lot of nems like cracks and crevices too because of the extra protection they can provide, so long as they can get their tentacles into the main water column.
