I wouldn't be worried about PO4 in a system that hasn't been fed in years. Most of the phosphates get introduced through feedings. The bacteria that was present in the aquarium when he stopped feeding has probably been living on the tap water the last few years. I would guess that nitrates would be through the roof, but everything else would be normal. Except maybe the SG. If that got too low then it may have killed all of the bacteria off.
PO4 shouldn't be a problem in a FOWLR tank because fish are not typically sensitive to that parameter. Typically FOWLR tanks run a higher PO4 than a reef system because the stocking level is higher and larger fish create more uneaten food waste.

I have 5 of these bad boys on a 10 ft tank mounted this way on a dsa lid and it works great!
-
In that dsa canopy you will have problems with moisture and salt getting in the fixtures they have built in fans that suck all that good stuff right into fixture cut holes and mount fixtures on top of canopy and use a block to hold up canopy door.. If any of that makes since!!

Toxiq,
There are for sure rafters every 12-24" in your ceiling. the drywall must attach to something it's not free floating. I would not trust a toggle with a 40+ lb fixture.
